Windows 11 performance decreases significantly shortly after startup

About 5 days ago. my windows 11 started to get much slower performance than normal and seems to happen around 2-3 minutes after startup. There was no apps or drivers or updates I had installed before this issue. Task manager shows normal usage (2-6% CPU, 25-30% Ram, 1-2% GPU at idle with only chrome open). I have tried numerous ways to fix this but nothing has worked and Microsoft support chat agents have just been trying the same 5 things over and over to no fix. Heres what I've tried so far:System restore to before the issue (worked for about a day, ultimately did not fix)Reinstall windows 1
