Black Line With Green Boxes at the Bottom of Screen

Hello! I’d like to ask for help with this small issue.Basically as soon as the screen turn on this black box with green boxes above it appears. As you can see, this is a huge issue. Since, this is blocking my task bar. Also I’d like to note that my computer has been untouched for almost a year.. But, I have updated everything I was able to. Also, when I load any app/folder/file, it takes a good 15-20 minutes to load. Please let me know any extra info I need to include.
