You need to connect it to a user in order to reactivate it. I would suggest creating another user for each mailbox and through system manager attaching the mailbox to that user. What AD groups or users do you have in the Terminal Servers' "Remote Desktop Users" group? I like to set up a univeral AD security group called TSUsers for this purpose.
