You need to configure subnets first, then sites, then add the subnets to the appropriate site. This is all done through AD Sites and Services. Then they work only locally on there conputer. Also if you don't have an available DNS server they are not aible to browse, because DNS request can not be resolved. Sites are intended to facilitate AD replication between DC's that aren't connected at a high and reliable speed.
