Certain websites won't connect on Windows 11 PC

I use Microsoft Edge and Duckduckgo browsers on Windows 11 PC and Windows 11 laptop. A vast majority of websites load fine, but certain specific websites will not load on my PC. However I don't have any issues connecting on my laptop. For example, if I go to the Virginia Government website: Home, it loads fine on my PC and laptop. Then, if I click on the button "Register your business name", on that Virginia Government website, (the link is: Virginia SCC - Start a New Business), it times out on my PC, but the laptop connects with no issue.
