taskbar not showing when mouse is at the bottom of screen. Auto hide taskbar is on

When any application is in fullscreen even in background, taskbar doesnt show up when mouse on it. Even when auto hide is off it doesnt show up unless clicked on. If u look at the bottom of screen the taskbar looks glitched. https://imgur.com/a/yans1q9
