Can't log in to computer because 'PIN isn't available'

I have a hp computer which I cannot access. When I try to log in it says 'Something happened and your PIN isn't available', however when I click Set up my PIN it won't allow me to. I have already contacted hp about this issue and they told me it is a problem with the Window's operating system. How can I bypass this issue so I am able to use my laptop?I a have attempted rebooting my laptop but this has not resolved the issue.
