windows 11 How do I create a new user account to login to windows 11 if the only login account is corrupted/missing

I installed the latest updates from windows update and when it restarted the system the system had reported a security fault from the amd tpm and windows didn't boot instead the system restarted and automatically ran diagnostic and attempted to repair the issue but failed. Then repeated the process again. This time it booted into windows startup repair options menu with only three options "exit and continue to windows 11" "change startup options" "shut down pc" so I picked continue to windows11 and the login screen came up with my user profile picture and the enter pin prompt below it when put
