windows 11 Defender cuts off my internet completely

Windows 11 Pro, updated fully.So, I go to a coffee shop, connect to the public wifi.After a few minutes, Defender permits me to turn on the VPN.I start using the internet. In less than half an hour, I am throttled to zero. That means no bytes are getting through. I cannot even ping google.com. I cannot even ping a site I haven't been to for a while because the DNS lookup fails.The privacy tile says I have 48Gb of data left before throttling starts.So, I turn the VPN off and WHOOOOOOOOOOOOOOOOOOOOOOOOOOOOOSH!!!!!!! I have internet access again, at the full speed of the wifi provided there. (5Mb
