Windows update fails KB5043064 with error code 0x800f092

When Windows update tries to install this update, it seems to install but then on restart it fails saying 'Windows Update Cannot Complete, Undoing Changes'. I have tried everything in this link: How to Fix a Windows Update Error 0x800f0922 (helpdeskgeek.com) and troubleshooter and nothing works. I have uninstalled the previous update in case that did it and no joy. I downloaded the update manually and tried to install it, and no joy. I am running Windows 10 Pro version H22 and I get the error code above. I have disabled AV and firewall, no joy. There are no driver issues or updates needed. Un
