Explorer infers Date taken when there is none

When browsing JPEG files, explorer infers the data taken, even if the JPEG file does not include the data taken.File properties dialog Explorer details paneIt seems to be the file modified date with a time zone delta (currently I am in PDT GMT-7). I would think that if there is not EXIF date taken, there should be no file listing of date taken.
