I would install Service Pack 2 and install all the updates or hotfixes and all the Framework versions, before upgrading to Service Pack 3. This warning is from experience and experimentation. Install Windows XP Service Pack 3 last. Also note, under Windows XP Service Pack 3, Explore crashes when you close Explore after moving files or deleting files.
