Ethernet frequently disconnects and reconnects - Windows 10 - Wired Connection

My PC is connected to the internet via Cat 9 ethernet cables. Sporadically, the internet will disconnect and reconnect repeatedly, being offline for only a few seconds. I've tried upgrading drivers, uninstalling and reinstalling the network adapter, as well as mucking about with my modem/router combo. The problem started about a month ago, and it doesn't appear than any other devices are affected. No error messages. Ping test shows average of 32 ms, with spikes up to 1800 ms.
