If you're standalone, you have to hack at the registry: http://support.microsoft.com/kb/829982

I still can not open the exe. files, but at least now I have the option to save them to my desktop and I am able to open them from there. Thanks for the detailed web site. After you install just launch Outlook and go to Tools/Options/Attachment Security Options. You may have to change your registry back to the original settings before you install.
