My laptop performance is so low CPU speed is 0.38 GHz while base speed is 2.90 GHz

I recently took my laptop to a service center to change my screen since I had problems with it, after getting it back I noticed my laptop performance is very slow it takes a lot of time to boot up and every action I take in any application is so slow to load. The cpu and gpu utilization is at 4%I run an Asus TUF a15AMD Ryzen 7 4800H with Radeon 16GB RamGTX 1660 TiWhat can possibly be the issue and how do I fix it(I did ask the service center but they are closed so im asking here to ease my mind if this is bad or its an easy fix)
