Encrypt contents to secure data

I have some files that looks encrypted probably by my previous PC (that I don't have aymore).I have a lock image on the file and if If I go on proprieties-> Advanced -> the Encrypt contents to secure data button is not clickable, if I select Details I have the previous PC owner name in the users but I can't add or remove anything.My system is Windows 11 Home Thanks for the support
