Taskbar doesnt show up and blacks out screen for a split second when clicked on the area of the missing Taskbar

I Tried Restarting the windows explorer, sfc /scannow in cmd(admin) and restarting my pc multiple times and still have the same problem.and i cannot access any Settings related fuctionswhenever i hover over the area of the missing taskbar it always show the loading cursor icon and when i click on it my display blacks out for a split second.i am seeing a blinking red light on my PC Case and slow red blinking light on my GPU. i don't know if they're related but i just wanted to add an extra bit of information.Thank you.
