Task Manager and missing icons

my icons were missing since this morning, so i decided to restart the file explorer to fix it but i couldnt open my task manager or any other properties menu. i tried to scan it with kaspersky's both antivirus searches but it did not find anything. i tried to switch to administrator account, scannow, restorehealth, most of the things could be associated with the registry, powershell Get-Package nothing helped.
