Can't login with internet, can't connect to internet without login!?

I'm trying to log on to a newer Windows machine (Windows 11 I think) with public wifi. I can't connect to my Microsoft account because there is no internet, and I can't connect to the internet because I can't log on to the computer in order to click the pop-up window that allows to connect to this wifi. This seems a bit silly, a total catch-22
