So, I'll just put this out there right now but there is nothing wrong with the Windows OS itself as creating another admin account and using it immediately unlocks everything as you'd expect on a personal computer. I'd imagine there was a virus on it at some point that then got removed (as Windows Security shows threats but when I go to scan/check existing threats there is nothing there and other virus removal software have turned up with nothing) but while I know doing a fresh install of windows or simply using the new user account would immediately resolve the issues I am having, such is not
