windows 10 "Show taskbar on all displays" setting doesn't work when turned on. Eventually reverts to showing only applications where window is open.

Hello support staff. I just had a question on how to fix an issue. I really enjoy having my taskbar show on both of my monitors. I am very aware that you can turn on the mentioned setting of "show taskbar on all displays" and then "show taskbar buttons on all taskbars" to get the desired effect I want. For some reason, over time the buttons on the non-main monitor will slowly remove themselves 1 by 1 until there are only any buttons for active windows on that taskbar.Any way to stop this from happening? My setting itself doesn't update and I cannot find any solution to my issue.
