My external hard-drive does not appear.

I have a Seagate external hard drive, and I was transferring files from my computer to the hard drive until windows said that it was not responding. I had stupidly restarted the computer while the hard drive was still plugged in. And I had unplugged it while the restart was occurring. Then the hard drive didn't turn on after that. I've tried on multiple computers, fiddled with cables but the hard drive does not turn on or appear. Did I completely ruin it?
