How do I change the admin account

I have an old PC and I don't remember the password to the Admin account. And no, I don't have recovery info. I can get into my computer with the family account, but I can't make changes. When I try to install or make the family account an admin, I get a pop up box asking me to enter the password for the admin account. After looking up similar situation, I tried doing the command prompt, but it always leads back to the pop up box asking for the password for the admin account. Does anyone have any solutions to helping me figure this out please? I appreciate your assistance.
