Why cant I reset my pc?

I am trying to reset my laptop and could not do it. Before I tried to do updates but was not able to get past 1% on an update. I don't know what's wrong, and I've been at it for a couple days. I've ran dism /online /cleanup-image /restorehealth to see if that would help but I encountered the same problem. "There was a problem when resetting your PC. No changes were made."
