Uninstalling and Reinstalling Windows OS to SSD

Hello,I've been experiencing an issue where my hard drive is running 100% all the time. My theory is that the OS could be installed on both the hard drive and SSD (the HDD still runs 100% even with clean storage). I or the tech person I was working with at the time could have done this by accident. I was wondering how I can uninstall the OS on both the HDD and SSD. Then, only install the Windows OS for the SSD. I only use my PC for gaming and school (I used to use it for work when I worked remotely). I tried everything from 2021 to 2023 with Dell tech support, and that's when they told me to g
