Program manager? Everytime i shutdown my pc it says this app preventing my pc to shutdown

Hello ive been struggling very hard to this problem i trying to fixed this one but its just hard to fixed it can someone please help me fixed this one everytime i shutdown there is 2 apps that prevents me to shutdown the other one is nameless but i can see the other name is "Program Manager" please help me figure out this problem
