Can't Save Background Image as my Desktop Theme

So the process is like this, I find an image I want to use as my Desktop theme, I chose it. I used to be able to go to the Themes menu and be able to save it, and give it a title. That's no longer the case.I can't save background images as Themes anymore unless I go back and forth, who knows how many times just to cheese it in such a way that it somehow saves the background images for me without showing one of my previous background saved images and title. How is this so hard when it was easy before, it's a few simple clicks.-Go to Background; Pick Image or Go to Folder; Set as background.-Rig
