Remote Desktop Windows 11 not working on LAN network, no internet

As the title states, I can narrow this down to remote desktop not working when it doesn't have internet connection.I'm trying to connect an iPad running the new Windows app on a local LAN only network without internet. I'm connecting to a Lenovo Yoga 6 running Windows 11 Pro. If both are on a network with internet, they connect no problem so I know it's not an authentication/user account issue.If I'm on my local network I'm simply adding a PC in the Windows app, typing in the local IP say 10.0.0.11 with my credentials and trying to connect and it's giving me the "Unable to connect: Unable to
