Some apps dont open

I try to open some apps (overwolf, thunderstore, powershell, photos, microsoft store), and all of them make the same mistake, "Program 'C:\Windows\SYSTEM32\ucrtbase_clr0400.dll" isn't made for opening in windows or it has an error, try to install the programm again from the same app or tell the system administrator", this is what i can translate from my language into english, the error is "0xc0000020".
