windows 11 Does anyone know how to resolve this issue?

I have a friend who is getting the following pop up on her system when she is on the internet:Defender smart screen error worked on computers for over 30+ years so I have an extensive background in handling issues like this. Unfortunately, everything I 'throw' at this problem fails. I've tried malware detectors, multiple virus protection programs, root kit detectors, and any thing else I can think of ... but nothing works. It will go away temporarily but always comes back.I am about to wipe her system and do a clean install but thought I'
