I activated my Window 11 license in VMware Fusion, I wanted to transfer my license to Parallel but not success

Hi,I activated my Window 11 license in VMware Fusion, but the Window 11 in VMWare kept freezing while I was using some trading softwares. That's why I wanted to try to use Parallel instead and transfer my license to Parallel. I tried to deactivated my Window license in VMWare and reactivated it Parallel, I got the error message 0xc004c008 the product key was already used on another device. I tried to go to System>Activation, then Troubleshoot, and chose "I changed hardware on this device recently", after I login my Microsoft Account, it only show the VMWare in the device page , it didn't sh
