windows 10 installing WSL 2 messes with the power settings

after installing wsl 2, pc won't shutdown or hibernate, if I try to shutdown in signs out and goes back to the lock screen, if I try to hibernate it locks the screen, that's all, tried checking for updates, tried checking power settings, tried uninstalling wsl 2 and reinstalling it (5 times), the issue seems too deep that it only gets fixed after uninstalling if I also remove the latest quality update, however! disabling fast startup in the power settings fixes the issue of shutdown, but the hibernation problem remains, and since fast startup is disabled the pc takes much longer to start, so i
