windows 11 Cannot connect pc to Android phone

For some reason we cannot get our pcs to recognize or connect to our Android phones. What is really strange is that the phone seems to think that it's connected to a charger and not a computer. It says, "Slow Charging, nine hours to full charge." We are very frustrated. There is something called Phone Link, which we've tried enabling and disabling. It makes no difference. We can only surmise that there is something in the Settings that needs to be set right. FWIW, both laptops are recent in-place upgrades from Windows 10. The solution will be very greatly appreciated.
