USB Mouse unresponsive

When I first boot up my Windows 10 workstation, my USB mouse is unresponsive. A simple log off and back on restores mouse functionality. No other approach fixes the issue, i.e. unplugging the USB dongle. The issue is consistent. What might be causing this issue?
