I can not activate my windows, I get error code 0xc004c003.

I can not activate my windows, I get error code 0xc004c003. Says I don't have a valid digital license, even though I purchased the windows 11 pro (enterprise on line) I also bought the computer at Best Buy and they said they activated device.I did pay for the upgrade when I purchased the computer, though I never got a product key, so I bought one on line. I called Best Buy and they refunded the update since I did not get a product key. I am wondering if this messed up my ability to register my device. I can not download drivers.
