Top part of the apps are being cut off on my second monitor.

As in the topic, any app that I open on the second monitor I'm unable to do anything (except for browsers when I reset this by doing fullscreen and off) and if I try to click the white field all I am doing is moving the icons on the desktop??image hosted at ImgBB
