Any Improved Location control for SNIPPING TOOL - have these simple improvements been made in the last 7+ years ??

Is there yet a way to place the tool window in a known/fixed location so that it does NOT keep appearing in front of my source window and force me to WASTE TIME moving it ???Using snipping tool compared to other products is quite time consuming and loss of productivity. Doing some quick searches and talking to colleagues we can't see any improvement in the SNIPPING TOOL in a long time and indeed complaints have been ignored (eg Snipping Tool keeps moving on top of just snipped content - Microsoft Community),Maybe this capability or info exists but I can't find it.
