Why can't I download a file?

I was trying to download a file off the internet for an emulator, in the downloads thing on my browser it said I can't download it because the virus was detected, (which i scanned on virus total and said file was clear), I went into settings to figure out why I couldn't download it and it said there was an organization running my account, but when I checked into my account it said I was the administrator but I can't find where to be able to turn download stopping off.
