Can't launch Media Creation Tool

I have upgraded from Win 10 to Win 11 but decided to do a clean reinstall because the Microsoft services are not working properly (Windows Update, Defender and Store fail to connect to the internet) and I have failed to find a solution. However, I can't launch the media creation tool, either, because I get the error 0x80072F8F - 0x20000. I have already followed the advice from here Redirecting and it didn't help.
