How can I increase my CPU usage while playing games?

Whenever I play games I get around 3-8% CPU usage.I have already tried changing my power plan, changing NVIDIA control panel, changing processor speed, assigning a higher priority, and doing a clean boot.I have a i5-2400F, 2500Mhz, 6 cores
