Laptop will not connect to DSL router, but will to another connected router.

Hi, for more context I have DSL, router 1 has a phone jack to work with dsl, router 2 only has ethernet jacks, which is plugged into router 1.All other devices work with both router 1 and router 2. Except my Laptop which has an intel dual band wireless-ac 3160. Router 1 is a C4000BZ. I ran some troubleshooting previously (wlan report) and it reported the the connection was being made and dropped every few seconds. The reason being a "capability reset". I'm not sure precisely what this means. Router 1 has 802.11a/n/ac/ax enabled.So it seems to me that the connection is valid and that the issue
