Regarding PhoneLink app

PhoneLink app will not open. Reinstalling attempts fail with error code. The "Help" folks offer fixes that don't work. Anyone been able to resolve this? I've reset and reinstalled Window 11 with no positive result. This app was in the package when 11 was first installed and then stopped working. Clicking the app as adminstrator does nothing. This may be a coincidence but it seemed to stop performing after I ran CC Cleaner. I can live without it but sure would like to know what's wrong.
