Why can't I turn my bluetooth on/off?

I am having issues getting access to my Bluetooth settings. I've been through all the help forums, I've tried the device manager (which I have no Bluetooth option in device manager AT ALL), literally almost everything I could find. I am not able to turn it on or off, I cannot disconnect or pair any new devices, nothing is working. Can someone help me fix it?
