How can I fix my clipboard?

For the past couple weeks whenever I try to open my clipboard, it just has a clear box pop up (appears above/below any box I have selected that can be used to type in, otherwise it defaults to the bottom right corner) and whenever I hover my mouse over it, it makes my mouse turn into the "loading" mouse. Even trying to close it, it takes about 30 seconds to disappear after I click off of it. How do I fix this? Clipboard settings ARE turned on.
