DISM /cleanup-image /scanhealth cmd Error 2 for external drive

When I try to run dism /Image:D:\ /cleanup-image /scanhealth /source:"c:\windows" cmd to scan the external D: drive I receive the following message "Error: 2 Unable to access the image. Make sure that the image path and the Windows directory for the image exist and you have Read permissions on the folder." I have complete read write permissions for the D: drive an dit is operational and accessible and I can read and write the files on it. Any ideas on why this is happening?
