How to disable auto-enabling microphone on windows 11 24h2

I have a microphone, which I can disable by clicking toch-button on it. But every time I run app which able to use microphone it is automatically enables. Every time I receive message in app which able to use microphone it is enables automatically. I didn`t have such issue on previous version of my OS. I want to be able to control my device on my own and enable it only when I decided to do it. Please assist with fixing this unnormal behave!
