Why are none of my desktop PC ports working?

Me and a friend have tried pretty much everything we could find on the internet, at first we thought the problem was a display problem because of the PC not outputting anything onto TV's or monitors but then we soon came to find out we couldn't do any BIOS resets or graphic resets due to the USB ports not giving power to the keyboard. We then proceeded to check every port on the PC finding out that none of them were working. Does anyone possibly know what's going on?
