Can not get past Windows log on .. says "something happened and your PIN isn't available"

Won't accept the correct Pin OR password. PC boots and gets to the log on screen and nothing works. When I try to get a new password it says I have to use an app for that and I need to get the app from the MS app store ?? Kinda looks like some kind of trojan boot infection or something? I have one MS account with three registered devices (PCs) and each PC has it's own unique PIN. One of the PCs (of course my most important one) is useless.
