Having problem viewing photos.

I am using Windows 10. When I click on a photo to see a large image of that photo, it enlarges behind everything else I have open on my screen. This has just started happening. In the past the enlarged photo will appear on top of everything I have open. Also, the icons on the top of the screen seem different. I can figure those out if I could just get it to open on top.
