My Windows 10 PC is repeatedly attempting to update with windows10.0-kb5044273-x64 and at 97% says "Couldn't Complete Updates - Undoing Changes"

Hi. My Dell 3040 sff 1TB ssd 16GM ram Windows 10 PC is repeatedly attempting Windows Update with (kb5044273) and at 97% complete says "Couldn't Complete Updates - Undoing Changes"I've previously run sfc /scannow and that was clear.I've tried resetting Windows 10 with a new install and also run the standalone package: windows10.0-kb5044273-x64_71347fa01079c2b6278a0f48282b8ff3ded2f1e0 from the Update Catalogue with the same result.Device name DESKTOP-O7FNCJ8 Processor Intel® Core i5-6500 CPU @ 3.20GHz 3.19 GHz Installed RAM 16.0 GB Device ID 5442A775-3AF8-4690-AA8F-27949629942B Product I
